Heber S. Allen was born in Hyrum, Utah and moved with his father to Cardston in 1888. He spent time as a bookkeeper and school teacher before eventually transitioning into the mercantile business in Cardston. He was appointed in 1902 by The Church of Jesus Christ of Latter-day Saints to serve as the successor to Charles O. Card as the President of the Alberta Stake. Within a year, a Stake was created in Raymond and he was appointed to serve there instead. He sold his business in Cardston and purchased the Raymond Mercantile. For his move to Raymond, he built a beautiful home that still stands. James S. Anderson and George E. Court, who were local bricklayers at the time, did the brickwork on the home. This home has stayed in the Allen family since its completion in 1905. It is a highly crafted example of an Edwardian Four- square style residence with Queen Anne Revival style detailing.
